The Historical Decision of Establishment of DIHQA

With God’s grace, at a moment of success in doing good and serve the Holy Quran, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, issued the following historical decision:

We, Mohammed bin Rashid Al Maktoum, in view of the place the Holy Book occupies in the hearts of all of us, and to encourage young generations to cherish the Holy Book, to comply with its teachings and to encourage memorizers of the Holy Quran from all of the world;

And in recognition of the outstanding Muslim scholars who have been honored with the duty of Islamic scholarship and culture;

Decided as follows:

Article One: An Award to be called the Dubai International Holy Quran Award is to be established under this decision which shall have its legal personality with full powers to act within its purposes and the provisions of this decision.

Article Two: the domicile of the Award shall be the emirate of Dubai.

Article Three: The Award shall be supervised and its affairs run by a committee to be composed of a chairman and a number of members.

Article Four: The Committee shall carry out its duties and responsibilities pursuant to the provision of the Award’s articles of association and operational regulation.

Article Five: All governmental departments and organizations in Dubai shall cooperate with the Award for the service of the Holy Quran.

Article Six: This decision shall be implemented with effect from to date.

According to the supreme decision, the Dubai International Holy Quran Award has become an independent legal personality with its activities distributed over eight branches namely:

The International Holy Quran Contest.
The Honoring of the Islamic Personality of the Year.
The Local Holy Quran Contest.
Islamic lectures, seminars and activities.
The Memorization of the Holy Quran at the punitive institutions in Dubai.
The Quranic Studies Center.
The UAE National Memorizer Contest.
The supervision of the Holy Quran Memorization and Shariah
